Joe Cecin serves as the Chief Executive Officer of Hylan Group. An industry veteran with over 25 years of experience in telecommunications, including both the service provider and construction sectors, Joe is responsible for overseeing the daily operations of all of Hylan’s subsidiaries. Prior to Hylan, Joe served as Executive Vice President of Operations for UniTek Global Services, a diversified telecom engineering, construction and installation services company with 5 operating divisions in 20 states and Canada. He was previously the President of Pinnacle Wireless USA, Inc., a subsidiary of UniTek which designed and deployed mission critical DAS systems for key enterprise customers and public safety agencies. Previously, Joe served as COO of RCN Corporation, and as Group Head of the Telecom Investment Banking practice at BB&T Capital Markets. Joe earned a B.S. degree in Electrical Engineering from the United States Military Academy at West Point and an MBA from Stanford University.
Scott leads Hylan’s financial operations including the finance teams at Hylan Datacom, Down Under Construction, Hylan West, and Western Utility as well as manages relations with our private equity partners and lenders. Scott has nearly 20 years of financial management experience. He most recently served as the CFO of CamberView Partners, a corporate advisory firm, and Coloredge, a visual-marketing provider. Previously, Scott was Vice President, Finance for Henkel Industrial Adhesives where he directed financial operations for industrial businesses representing $1.5 billion in sales. Prior to Henkel, Scott held various positions of increasing responsibility in finance and accounting at Tyco and SimplexGrinnell. In these roles, Scott oversaw corporate finance, financial planning and analysis, investor relations, internal audit and risk management and was responsible for strategic business analysis for business units ranging from $250 million to $8 billion in annual sales.
He received his MBA and Graduate Specialization in Finance from Nova Southeastern University and his bachelor’s degree in business administration from the University of Florida.
VP BUSINESS DEVELOPMENT
A seasoned telecom industry professional with over 25 years of extensive telco, sales, and enterprise development experience, Robert Bianco presently serves as the Vice President of Business Development for Hylan. In his role, Robert is responsible for developing and executing company sales, liaising with partners, securing business partnerships, and overseeing public relations and marketing plans, while implementing new strategies and tools for Hylan and all of its company divisions. Prior to Hylan, Robert served as Vice President and General Manager for the NYC Metro Area for tw telecom (presently CenturyLink). Robert also held key management and sales positions at companies such as Last Mile Connections, Inc., Qwest (presently CenturyLink) and Tata Communications. A leading industry expert on optimal network solutions, including business continuity and disaster recovery, Robert is also a distinguished speaker and mentor. His speaking engagements include panels at the Annual New York City Real Estate Expo, Converged New York, Real Estate Tech Forum, Telecom Exchange, and the 3rd Annual Spring Forum on Financing, Investing & Real Estate Development for Data Centers. He also serves as an Associate Board Member for SCTE•ISBE, the premier membership organization for technical cable telecommunications professionals; a member of the Manhattan Chamber of Commerce and the Real Estate Board of New York (REBNY); and Advisory Board Member for JSA, the leading provider of public relations, marketing and event services to companies in the telecom, data center and tech sectors.He contributes regularly with articles on topics such as 5G, smart cities, fiber optic connectivity and more to publications such as New York Real Estate Journal, Pipeline, Construction Today and In Building Magazine. Robert is also certified in Sales Training by the Miller Heiman Group. He serves as a member of the Saint Rocco Society of Potenza and in his spare time, also enjoys volunteer coaching and deep sea fishing.
As Corporate Counsel, Mark negotiates and manages Hylan’s contracts; oversees risk management; ensures compliance with regulations, statutes, and other obligations; and defends Hylan and its subsidiaries from all types of claims. A practicing attorney for over 16 years, Mark has litigated all manner of construction disputes, from Workers’ Cmpensation claims to eight figure breach of contract complaints. He is as comfortable in the courtroom as he is in the boardroom and regularly represents the Hylan companies in civil, regulatory, and municipal venues. While the prevention of claims and disputes through careful planning and thoughtful management executed from the inception of Hylan’s projects and transactions through their completion is Mark’s first concern, he helps to ensure that issues which nonetheless arise are resolved to the satisfaction of Hylan, its employees, and its clients, thus minimizing the risks inherent in the nature of Hylan’s work.
Jonathan comes to Hylan with a rich and diverse background of both construction and public safety with a unique level of insurance industry knowledge. Prior to becoming a member of the Hylan family, Jonathan was the Safety Director for Western Utility; now a Hylan company. Before Western Utility, he held multiple roles of increasing responsibility with an international construction and maintenance contractor in the refining and chemical industry, ending his tenure as the Corporate Compliance Manager. As a former first responder he has seen the impacts of incidents on families and coworkers he brings that passion to Hylan in the form of continuous improvement and a focus on leadership skills. Jonathan is an experienced safety director with a demonstrated history of working in the construction industry. Skilled in Emergency Management, Workplace Safety, Safety Management Systems, Root Cause Analysis, Underground Damage Prevention, Utility Safety, Excavation Safety and Job Hazard Analysis. Jonathan holds certifications from both Northern Illinois University and the University of Florida. Outside of work Jonathan is active in his community, having served in several capacities and currently as a volunteer with his local youth soccer club, a commissioner of his city Planning and Zoning Commission and he serves the construction industry as a member of the Board of Directors of JULIE, Inc., the not-for-profit one-call service serving the state of Illinois.

Prior to becoming Chairman of the Board, Robert served as CEO of Hylan and as Vice President & COO of Hylan Datacom & Electrical. He played a key role in the development and expansion of Hylan Datacom & Electrical into emerging technologies such as fiber optic cable and wireless telephony. He also developed and implemented best-industry-practice installation procedures ensuring safe, quality installations. Mr. DiLeo continues to bring innovation and excellence in his role as Chairman, responding to our customers’ evolving competitive market needs.
John S. DiLeo Jr.
VICE CHAIRMAN OF THE BOARD
Mr. John S. DiLeo Jr. worked side by side with his father, Mr. John S. DiLeo Sr., for over 20 years, learning Hylan Datacom & Electrical business hands-on. He controls all financial matters and business decisions for the entire organization. John also reviews daily project reports and production sheets, as does the entire senior management team, actively monitoring the progress and status of all jobs. In his role as President of Hylan Datacom & Electric and Hylan Vice Chairman of the Board, he carries on the strong client service orientation and stringent quality standards which are the family tradition. Mr. DiLeo graduated from St. John’s University in 1983.
Mr. LaPerch will bring over 30 years of operating and board-leadership experience in the telecommunications and technology industries to Hylan. Mr. LaPerch is the former President and Chief Executive Officer of AboveNet Communications, Inc., where he successfully transformed that company into a profitable and recognized leader in fiber optical connectivity solutions for Fortune 1000 companies. He currently serves on the boards of Windstream Communications, Digital Realty Trust, Inc. and is an advisor to privately held companies FirstLight Fiber, Global Capacity, and Cross River Fiber.
Mr. Small is a senior executive in the technology industry, and held a variety of senior executive positions within Verizon Communications. His 31+ year career spanned a variety of leadership roles across wireless and wireline business units as well as technical, engineering and operational teams. Mr. Small has a unique background leading both business units as well as technology teams at senior levels within Verizon.
Mr. Small was the Executive Vice President of Global Field Operations and Assurance, and was responsible for all cell sites, switches, points of presence, customer premise installation and repair activity, and field construction of network infrastructure. Prior to this role, Mr. Small was the Chief Operating Officer of Verizon Wireless and was responsible for all sales and customer service as well as field marketing and operations functions. Prior to this role, Mr. Small was the Chief Platform Officer of Verizon and was responsible for the cloud, cyber-security, data center, internet of things/M2M, and telematics businesses within Verizon. Prior to this role, Mr. Small was the Chief Technical Officer of Verizon Wireless and was responsible for engineering, building, operating, maintaining and surveilling the Verizon Wireless network. Mr. Small held a number of positions in engineering, operations, marketing and sales earlier in his career.
Mr. Small earned a Bachelor’s degree in Mechanical Engineering from Purdue University as well as a Master’s degree in Business Administration from Ball State University. He serves on the board of directors of KidsPeace – a national organization dedicated to helping children in crisis.
Paul Davis is a Partner at TZP Group, which he joined in 2008. Mr. Davis began his career in 2002 as a Financial Analyst in the Investment Banking Division of Citigroup Inc., where, during his tenure, he worked on numerous M&A and financing transactions. In 2004, he joined the corporate strategic planning department of The Walt Disney Company as a Senior Analyst. Paul serves as a member of the Boards of Directors of Media Storm, LLC, and Cloud5, LLC. Mr. Davis received his B.B.A. in Finance and Accounting from the University of Michigan and his M.B.A. from Harvard Business School.
Louis P. Friedman
Mr. Friedman is the Managing Partner of Flexis Capital, which he founded in 2009. Prior to joining Flexis, Mr. Friedman was President, Private Equity and Longer-Term Investments at a multi-strategy hedge fund. From 2000 to 2008, Mr. Friedman served as a Vice Chairman of Investment Banking and Global Chairman of Mergers & Acquisitions at Bear, Stearns & Co. He was also a member of the Investment Committee for Bear Stearns Merchant Banking and served on the President’s Advisory Council. From 1994 to 2000, Mr. Friedman was a Managing Director at Donaldson, Lufkin and Jenrette and built the Media & Communications M&A Group into one of Wall Street’s top-ranked teams in the sector. In addition, while at DLJ he worked to source, structure and execute direct investments for DLJ Merchant Banking. Prior to DLJ, Mr. Friedman was at Wasserstein Perella & Co., which he joined at its founding from the First Boston Corporation (where he had been in the M&A department). Mr. Friedman received an A.B. with honors and distinction in economics and history from Stanford University, and a J.D. with honors from Stanford Law School. Mr. Friedman serves on the Board of Directors of Flexis Capital’s investments in Total Outdoor Corp. and Cybraics Inc., in addition to Hylan. In addition, Mr. Friedman is a Board Member of the Outdoor Advertising Association of America; serves at Stanford Law School on the Dean’s Advisory Council and a council member of Stanford University’s LEAD initiative; Vice Chair of the Media, Entertainment & Communications division of UJA-Federation; and a Board Co-Chair of The 52nd Street Project, a not-for-profit theatre group for children in New York’s Hell’s Kitchen neighborhood.
Langdon Mitchell is a Principal at Siguler Guff & Co. and a member of the firm’s Small Buyout Opportunities Funds investment team. He currently sits on over 20 company boards and over 10 private equity fund advisory boards across the business services, consumer and manufacturing industries. Mr. Mitchell has over 13 years of experience investing in private-equity backed companies. Previously, Mr. Mitchell worked at Western Technology Investments focused on investing in high growth technology companies, and Paul Capital focused on primary and secondary private equity investments. Mr. Mitchell holds a B.S.B.A. in Finance and International Business from the McDonough School of Business at Georgetown University and an M.B.A. with concentrations in Finance and Management from the Wharton School of the University of Pennsylvania.
Daniel H. Galpern
Dan Galpern is a Partner at TZP Group, which he joined in 2008. He began his career in 1996 as a Mergers and Acquisitions Associate at Skadden, Arps, Slate, Meagher & Flom LLP. In 2000, he joined TD Capital Communications Partners as an Associate and was promoted to Vice President in 2002. At TD Capital, Mr. Galpern originated, executed and monitored private equity investments in the media, communications and business services industries. In 2003, he joined as Executive Vice President and then became COO of CurtCo Media Labs, LLC, a media-focused private equity fund and holding company for the Robb Report Family of Publications, which under his leadership grew from four publishing brands to an international integrated media platform with fifteen media brands. Mr. Galpern serves on the Board of Directors of Media Storm, LLC, Snap Fitness, Inc., Lift Brands, Inc., Assos of Switzerland SA, University Furnishings, LLC, Hylan Datacom, LLC, and This Old House Holdings, LLC. Dan also serves as a member of each of TZP’s investment committees. Mr. Galpern received his B.S. in Political Science from Washington University in 1993 and his J.D. from Fordham University School of Law in 1996. Samuel L. Katz
Sam Katz is the Managing Partner at TZP Group. Mr. Katz began his career in 1986 as a Financial Analyst at Drexel Burnham Lambert. From 1988 to 1992, he was an Associate and Vice President at The Blackstone Group, where he worked on numerous private equity transactions, including the initial LBOs of several hotel franchise brands, which created the predecessor to Cendant Corporation. From 1992 to 1995, Mr. Katz invested in private and public equity as Co-Chairman of Saber Capital, Inc. and Vice President of Dickstein Partners Inc. He joined Cendant in 1996 and through 2005 led the execution of numerous transactions as Cendant’s most senior corporate and strategic development executive. He also served on Cendant’s Investment Committee and held various operating and management roles, including CEO of Cendant Internet Group (2000), Chairman and CEO of Travelport Limited (2001-2005), Co-Chairman of Affinion Group, Inc. (2003-2005) and Chairman and CEO of Cendant’s Financial Services division (2003). After Cendant, he joined MacAndrews & Forbes Acquisition Holdings, Inc. (2006-2007) as CEO. Andrea Hagan is member of the Investment Committee at Flexis Capital and is a private investor. Previously, she was a Managing Director in the investment banking division of Donaldson, Lufkin & Jenrette where she worked with a broad range of companies in the emerging telecom, cable, broadcasting, publishing, advertising and marketing services sectors. Her transaction experience includes high yield, M&A advisory, merchant banking, and initial public offerings. Earlier, she was an Audit Manager at KPMG. Mr. Hagan received an MBA from the Harvard University Graduate School of Business and a BS Accounting, magna cum laude, from the University of Denver. She serves on the Board of Planned Parenthood of New York City and the Board of Dean’s Advisors at HBS.
