The Safety Manager will ensure all projects have established programs in place supporting the Company’s Health, Safety and Environmental (HSE) goals and objectives, ensuring HSE remains a core value. Compliance with HSE Procedures: The Safety Manager will institute and maintain current incident reporting system, and will support Regional Managerial and Supervisory Personnel in their compliance with HSE processes by:

• Provide technical expertise during incident investigations.
• Personally investigate serious incidents.
• Maintain close communications and working relationships with the site Project Managers, and all other team members associated with the work.
• Ensure that appropriate corrective actions are taken to eliminate hazards.
• Develop and implement procedures to eliminate hazards and situations as those discovered through lessons learned and investigations from prior incidents.
• Recommend corrective actions and/or disciplinary procedures for violations of HSE rules, procedures, and norms.
• Perform periodic and routine safety checks, audits, and inspections in the region’s projects.
• Ensure that unsafe acts and conditions are corrected in a timely manner.
• Ensure that incidents are documented at the job site. The Safety Manager will ensure that proper and timely notification of all incidents is being made in accordance with Company policy and that copies of audits, inspections and incident reports are prepared, acted upon, and appropriately filed at the jobsite, regional, and corporate offices for the appropriate retention period.

HSE Staffing: The Safety Manager is responsible, in cooperation with the Company’s Human Resources Department (with approval by Executive Management), for staffing the appropriate number of experienced/qualified job site HSE Managers and Technicians for projects, and manages the career development of all HSE personnel:

• Recruit experienced and qualified HSE Managers and Technicians for regional jobsites, verify their experience and qualifications prior to offering them a position with the Company.
• Identify technical training needs and coordinate training scheduling.
• Track HSE staff and available candidates by skill level and expertise.
• Coordinate professional development for HSE Professionals.
• Network with HSE industry groups / organizations that represent similar HSE values as the Company.
• Performance Reviews for all HSE personnel reporting to them after the completion of each separate assignment.

• 5+ years of hands-on HSE jobsite management and supervision experience, and/or a combination of jobsite and corporate level management experience, in heavy industries, utility construction or a related field.

Position Overview

HYLAN is seeking an experienced ISP Estimator to join our growing Data Center Division, supporting data center, hyperscale, and carrier hotel projects across multiple markets. The ideal candidate will possess a deep understanding of low-voltage infrastructure and structured cabling systems, with proven experience estimating complex internal buildouts for large-scale, mission-critical environments. Key Responsibilities

• Prepare detailed and accurate estimates for ISP (Inside Plant) construction projects, including fiber and copper cabling, containment systems, racks, cabinets, power and grounding, and related low-voltage infrastructure.
• Analyze project specifications, drawings, and RFPs to determine scope, materials, labor, and equipment requirements.
• Develop takeoffs, bills of materials, and pricing models for both self-performed and subcontracted work.
• Collaborate with project management, engineering, and field operations to ensure constructability and alignment of estimates with actual field conditions.
• Support proposal preparation, pricing strategy, and bid presentations for hyperscalers, data center operators, and carrier clients.

Qualifications

• Familiarity with industry standards (TIA/EIA, BICSI, NEC) and current best practices in structured cabling.
• Proficiency with estimating and takeoff software (e.g., Bluebeam, Accubid, PlanSwift, or similar).
• Strong analytical skills, attention to detail, and ability to interpret complex construction drawings and specifications.

Duties and responsibilities • Ability to fusion or mechanical splice SM or MM fiber optic cables, including terminating various types of fiber optic connectors (ST, SC, LC) • Work with engineers and/or OSP PMs to perform fusion splicing as directed. • Installation and testing of pressurized and non-pressurized closures on all types and sizes of cable. • Experience and knowledge using Fiber Optic Scope and or a Fiber OTDR. • Installation and dressing of fiber optic cables (vertical/horizontal). • Provide management with detailed reports of field splicing activity. • Maintain fiber asset inventory and splicing records.
